Alexander UA... is it working as it suppose???

Yesterday, I try to apply a brand new strategie with Alexander witch is suppose to gain double influence on CS. But, when I camped my troop near I CS waiting for barb camp to spread some and kill them to get influence, I realized that Alexander get the same +12 influence. So I thought he was suppose to get the double (24 instead of 12).

Am I the only one who noticed that?
 
he doesn't get double influence, rather influence degrades at half the rate of normal. with another civ that 12 influence might be gone in 12 turns, with alex it'd be gone in 24.

But the UA description say get double influence and lost half. So you're right with the 24 turn it take to lost the 12 influence. But what about the other part of the UA description...
 
It makes Alex one of the most dominant Civs under AI play, unless his warmongering gets him killed.

He dominates the early game with the twin UU and high agressiveness, which allows him to take out Civs early, and if that fails, he will pull ahead as a city state king and pile on the bonuses from the patronage branch.

the description is "City-state influence degrades at half the speed only and recovers twice as fast as normally"

there is nothing about gaining double
