I do not know how many of you guys loved doing a naval domination on Civ V but this was one of my favorite things (mostly because I am impatient and naval units move faster). So I was thinking, there should be a button in the settings that forces the capital to start on the coast (I believe there was something similar in the Rising Tide DLC for BE). To make up for the AI's lack of naval focus, maybe when this option is selected the AI will become more naval focused. Right now its a down right shame that there is only a couple cities per game that can be taken purely with a navy. Its also a sad that the Venetian Arsenal hardly gets any use.
