We are not sure how much the cost increase are. We have seens cost in the 200s but it is worth to mention that modern military units have cost of over 500 production.And what is with rising district costs? You cannot build a campus in every city and you don't need it. You need just a few campuses in good locations to gain good adjacency bonuses and you can always do projects to increase your science output and gain great people.
Civilization specialization look to be a key in civilization VI.Not quite all or nothing, but civ level specialization. (As oppossed to the city specialization)
The adjancecy bonus seems to decrease in importance as the game moves along and buildings and CS are unlocked who don't care at all about terrain, districts are as you say important for great people and you will have a very hard time to compete if you spread your points all around because the specialist will grab their great people time after time increasing the price.Terrain reduces it a little, encouraging generalization (as well as needing defense against other victories), but Great Person competition increases that civ specialization)
I have already dealt with adjacency bonus. We do not know how good the project yields are but again the specialist would be most likely do project after project and because the city need the specific district to help with the project the specialist can focus all their cities on a single project.You need just a few campuses in good locations to gain good adjacency bonuses and you can always do projects to increase your science output and gain great people.
