Alternate History/Open Play

I want to be able to have 'open play' like in Civ IV Road to War and as Churchill, gang up on Russia.
But Alternate History doesn't let me declare war on Stalin.

so its in the game but not active? i always checked it and was hoping it worked.

'Alternate History' is an option to allow declarations of war outside the real calendar, but it's not a total 'free play' mod, as you can't declare war to historic allies.

That will be implemented at some point.
