Yes, it's these small but important things that should be forwarded to Firaxis as they can be easily implemented and are not enough of a hassle even if they are a community suggestion.
User-defined reminders are a fantastic idea. As you'd expect, it's not a new idea and was one of the first mods made for civ4 and I can only guess about civ3 and earlier games.
I'm not entirely sure it was ever included in the unmodded game (like BtS 3.19) but it was definitely included in the list of mods used in BUG (BtS Unaltered Gameplay Mod).
Now that I think about it, it would also be nice to be able to open a window containing all the reminders you set and adjust them if you made a mistake.
It seems to me the problem you're having is that there is a pretty big optimization issue when it comes to the timing of producing a settler. Building a settler right after you grow in population is very different from building with one turn before growth.
I think Firaxis could alleviate the problem by eliminating this discrepancy. It should absolutely not matter when you build anything during the growth cycle. Same thing goes for whipping. I find this to be an extremely annoying issue that forces the player to think about optimizing against a quirk in the game engine rather than focusing more on high-level strategy.
Yes! I've always thought this whist playing previous incarnations of the series. So annoying to realise you didn't build a settler/worker or whip when you intended to, and now you've got a city full of ingrates, rioting and contributing nothing to your glorious civilization. hmph.
