An idea for corruption reducing buildings

I think the corruption reducing buildings should have some kind of minimal effect, no matter how much cities you have or how far the city is from the capital/fp. For example, the maximum of 1 shield or 10% total waste should be eliminated per corruption reducing building in the city. Now a city with both the courthouse and the police station would produce at least 3 good shields. If the city had potential production of 100, the effective production would be 20. Not too much considering the potential, but enormously better than the current 1 shield no matter what. (If this feels like too much of an improvement, the % could be lower, say 5%) The % value could be made available in the editor, too.
