I think the UN should be defiable aswell - per example, Tokugawa could sit on a huge mass of tanks and flip Roosevelt and the other UNguys the bird. They would then have to make a reaction something like this:
Everyone who is a member of the UN Stops all trade with Tokugawa.
Then a nation could either do that or be set outside the UN itself. This way, if the UN is too hard on people, it will eventually lose its power, because a lot of nations choose to neglect the demands. (Same example, only that Roosevelt now demands that all members of the UN declare war on Tokugawa. Many of Toku's small, peaceful neighboors might find this a very, very bad idea and neglect the decision. Roosevelt would then have his arse kicked.). This could be extended by the UN destroying itself when only one person is member of it, and then being available for construction againt after a certain amount of turns... Say 50, per example.
