The best locations seem to be the one with the forest, like in your pic or the one by the fish. Not really an expert on city placement myself so advice is welcome.
I the best thing to do now would to be to keep pumping out setters and try to out expand the Mongols, so as not to be crushed. We should also try and link up the lux to the west as soon as we can.
I think the East need only one settler. After that we can start pumping out them towards Mongolia. Let's not get this into a situation like Ank07 where we got only a little piece of land.
We should expand as fast as possible towards the Mongols so we for sure have enough land and then can fill in the rest with ease. Would it be possible for a quick war with the monogols before they become too much of a problem? (Keshiks)
Edit: According to OCP a city should go on the forest with sugar dot.
1. Move Settler towards to incense. Move warrior north.
2. Move warrior north, contact with Aztecs, they have warrior code and wont trade for any thing.
3. Worker is done with road, move to irragate.

I can found the city on the incense next turn. Yes i am on turn 4.
The forest beside the water (as on your map) looks like the best spot for next settler but is that againist the rules we are using?
