Not one turn after taking it and proposing peace, he is on friendly terms with me again.

Next turn he denounces me. So I go to chat him up and he says, "Great to see you again." Uh, ok.

Couple this with the fact that you can't order foreign troops away from your border, or insist that the AI doesn't evangelize your territory and it is my summation that the diplo aspect of Civ V is in need of some tweaking here.
