Another Sengoku query...

Sorry folks, I seem to be having a lot of troubles with this one. I left a city undefended for a couple of turns, as it was far away from my nearest enemy, and a friendly power came up behind me and stole the city with a ninja (which I didn't realize was possible). Now I want to take it back the same way...I have it surrounded with ninjas, but I can't get any of them to attack the lone archer who's sitting there. Shouldn't a stealth attack happen just by directing your ninja into the same tile as the target? If so, why can't my ninja attack this archer in the stolen city?

Ninja cannot capture cities if it is your turn. It is a known bug.

Unfortunately, AI ninja can attack your cities without declaring war but you can't do the same. You have to declare war on a tribe before your ninjas can attack one of their cities.
