Any always War & Peace mod ?

Title says it all. I am looking for a mod which results in all players at war with each other so that I can have deathmatch type play on duel map with 18 civs. A link would be helpful.

I could've sworn this was an option in the vanilla game, but I can't find it.

It was a Civ 4 game option. I'm not sure it's possible to do this as a mod in Civ 5... things like controlling AI alliances seems to be mostly in the game core.

18 civs on a duel map would probably only be 9 civs by turn 2, even without an Always War option!

Lol ! I eventually started small map with 22 civs + some CS. Some real fun for Aztecs.

So anyone know about such mod ? I read somewhere that there is a mod 'War & Peace' for this purpose but I was unable to find it.
