Apart from having Victor as governor, what can allow cities to attack twice?

I only ask because though Victor is in another enemy city, the city I just took has been firing twice per turn at my units.
 
Does the city have a ranged unit inside?

Two turns will allow it to fire twice
An encampment
A unit inside or a ranged unit you did not notice (range 4 battleship?)

If you provided the combat_log.csv from the log files and tell me the turn I can confirm if the city did indeed fire twice in a turn, in which case it has to be Viktor. If not the log will say what else fired and from what location (which you can find if you have your grid location turned on - a slight cheat)

most likely an out of sight ranged unit. Annoying when they can see you, but you can't see them.

A real long shot but if you're playing with my great people mod (Adds extra great people to the game), Archimedes allows a particular city to have an extra ranged strike. So with that mod on, a city can use Archimedes and Victor in the same city and actually get 3 ranged strikes per turn.
