Charter
- member states are to allow free trade between other member states.
- member states are to provide industrial and economic aid to member states in need.
- member states are to cooperate during the initiation of APETO-wide projects which will benefit all member states.
- member states pledge not to conduct any overt or covert acts of aggression against each other.
- member states may request for defensive military aid and member states are obligated to provide it to the best of their ability. However, member states are not obligated to provide aid to other member states in wars which they have started themselves. Individual member-states may provide aid on their own discretion.
- All member states are obligated to raise a APETO Peacekeeper Force, the size of which is equals to 40% of the budget over a period of 3 years from joining and are obligated to hand over command to the Secretary General whenever a APETO Humanitarian Project is initiated.
- APETO Peacekeeper Units must not be used for any offensive warfare by the owning nation.

Resolution Policy
- all proposals made by APETO have to be passed by a simple majority vote by all member states (ie: all member states have 1 vote each)
- a member state may choose to vote aye, nay or abstain from voting. Note that the vote cannot be pulled back after voting
- in the event of a tie, the proposal will be automatically denied unless a member state wishes to contest the vote. The contesting state may call for a revote but MUST provide sufficient grounds. The decision to revote will them lie on the Secretary-General.

Office of the Secretary-General
- the Secretary-General is responsible for updating member states on the situation on hand every now and again
- the Secretary-General will decide on whether to call for a revote or not in the case of a contested tie.

Current APETO Projects

SEAINT
- A research institute, based in Kota Kinabalu. The objectives are to research the effects of nuclear detonations (on the land, environment and population) and find ways of countering them. In addition, techniques to neutralise nuclear warheads, etc. should also be researched.

Project Barney
The APETO Peacekeeper (aka Barneys) is a trained medic/firefighter/everything-rolled-in-one. The unit has similar fighting capability to infantry but is primarily used to help out in natural disasters, famine relief, nuclear detonations, peacekeeping, and other humanitarian objectives (as deemed by APETO).

Barneys are maintained by individual member-states but when a situation arises and APETO agrees to help, all Barneys fall under the command of the Secretary-General who will, to the best of his/her ability, achieve the objectives of the APETO Humanitarian Project.

With regard to the membership of the Khmer Alliance,
Malaysia recognises the Khmer Alliance as the legitimate government of Burma due to its popular support.
As such, Malaysia votes "aye" to providing the Khmer Alliance member status without condition.

I'm not done with Burma just yet, the government refuses to crumble. I am confident they will fall next turn, however. Until then, hold your horses.
We are indeed gracious of your positive votes towards our membership.
 
The Philippines and New Zealand vote aye on accepting on the Khmer Alliance, Thailand votes nay. This is primarily because they are concerned about the Khmer moving into their land, their vote may be changed though, if they get assurances.
 
Announcements
By majority decision, the office of Secretary General goes to Tun Abdul Razak of Malaysia, who will hold the post for 5 years or until a successful vote of No Confidence is called.
Also by majority decision, the Khmer Alliance is hereby recognised as the legitimate government of Burma and granted membership into SEATO.

Malaysia's Proposals
Malaysia would like to propose the initiation of a new project dubbed "Energy Development".
With the current oil crisis and the probable lack of oil in the region, I would like to propose that we drive our energies towards discovering a new source of power which does not need dependence on oil.
Malaysia votes aye to this proposal. (OOC: I mean, I proposed this, I should say aye right? :p)

However, we would like to ask: What will my tanks run on?
 
Thailand votes aye, and proposes that we annex some middle Eastern country like Qatar, and get a steady supply of Oil.

Philippines and New Zealand vote aye on the proposal.
 
If this new form of energy is found, we would have more oil to use for our tanks and not for power plants.
Or, if the source is good enough, we could even use it to power our tanks!
 
Australia likes Thailand's idea, but who would get Qatar? Or would we rename it SEATO, and just have SEATO controlled lands?
 
Thailand would, of course! We are the only ones who truly know how to operate a proper nation, with a good strong leader!
 
Oh bull. We should make it SEATO land, to be fair. Besides, I'd run it better.


Australia proposes a project to gain nuclear technology, each nation may do with that technology as they wish, it is up to them, all we propose is that we research nuclear technology, as it may be an integral part of the Energy Development project.
 
The KA votes aye on the energy development proposal

Australia, is it wise to toy with nuclear technology, especially after what just happened?
 
Japan votes aye on the energy development proposal. Japan's engineers will be spearheading the project.

Japan proposes Fusion energy as a viable means for a nearly unlimited amount of energy, but this would take many years to achieve a stable fusion reaction.

Japan is also, this turn, reestablishing government in Yemen, but making it Japanese and SEATO friendly, hopefully they will supply us with a steady stream of oil until other energy can be achieved.

Edit: Fusion is much safer than nuclear, and much more effecient, the only problem being the cost and knowledge needed to create a stable fusion reaction.
