Regarding tons of IP in there, how about making them as some Civ Unlocks conditions?

First, we know there are tons of Independent Powers in Civ 7. Some of them are completely new faces, some are the obvious choices for City-States, and some are the another form of the existing Civs in another Ages. For example, there are Antiquity Tongan for Exploration Hawai'i, Antiquity Jomon for Modern Meiji, Exploration Jurchen for Modern Qing, and Exploration Mexica for Modern Mexico.

Second, we know we can turn those IPs into City-States and incorporate them. This feature obviously represents the peaceful joining of those people into the empire. If so, how about giving a chance to this newcomers for taking the major part of the empire, by unlocking associated Civs from the incorporated CSs?

Did you incorporated Shangjing City-State of Jurchen people in the Exploration Age? Now you unlocked the Modern Qing Civ. Tenochtitlan CS of Mexica people? Unlocked the Modern Mexico Civ.

So this is a kind of the gameplay unlock, just by the CS incorporation instead of resources.

Yeah, this is a good idea.
 
They are bound to run out of "settle near 3 X" anyway, if you couple this with a bit more challenging unlocks it could be really fun, like finding a wildcard unlock.

I really like this idea! Allow me to build off of it.
If another civ unlocks Tenochtitlan, and you subsequently conquer it, Mexico becomes locked for them again and unlocked for you.
Raising Tenochtitlan would lock it for both you and your opponent.
This could be an excellent way to incentivize war and to make it consequential, even during the final turns of an Age.
