The Commonwealth Union votes AYE to letting Russia be a member of SEATO.

Japan and South Vietnam vote aye to let in the USSR, provided that they are indeed a democracy, and do not turn back to the bad old days of Communism.

All nations should check that for deadlines and how much they owe.

Also, for the First Aid thingie, we shall follow Goob's idea.
SEATO nations will have a SEATO Peacekeeper unit who can do all the first aid crap and what-not.
All nations are obligated to have some, based on their military and eco levels. I hope that is agreeable?

The general gist is that the peacekeepers would cost approx.9000 per eco (give or take)
So here's the project proposal.

Project Barney (suggest some other names if you hate purple dinosaurs)
SEATO member-states are to raise an international humanitarian aid/peacekeeper team, whose size depends on the capability of each member-state.

SEATO Peacekeeper (Barneys)
- The SEATO Peacekeeper is a trained medic/firefighter/everything-rolled-in-one. The unit has some fighting capability but is primarily used to help out in natural disasters, famine relief, nuclear detonations, peacekeeping, and other humanitarian objectives (as deemed by SEATO).

As mentioned, each member state is obligated to raise a team of Peacekeepers depending on the economic and military capability of the said member state. Member states may raise more if they wish.
To send the Peacekeeper team on a mission, a simple majority must be achieved in the SEATO forum. The peacekeepers would then be under the overall control of the Secretary-General unless otherwise desired and/or stated.

OOC: I shall do some number-crunching to get a balanced amount of "required" peacekeepers by each nation. Let the SEATO nations discuss! Any disagreements? Any name-change proposals?
 
South Vietnam requests to be excused from Operation Barney until we have rebuilt our economy. Remember that we were just nearly annexed by the north, we are still recovering. Maybe next turn.

Japan will built 1 eco of these peacekeepers, but notes that Japan only has a finite amount of eco, and has been asked to spend it on many things.
 
Project Barney is a long-term one.
Unlike SEAINT, which OOC requires only one turn to build.

This is also to discuss over what period of time the Barneys should be trained.

Malaysia suggest three years (6 turns) to build up the Barney team to full strength
 
Japan and South Vietnam ask how many peacekeepers SEATO will be making, and if we should be focussing out attention on other things, like getting rid of nukes, and such.
 
How many do you want from us? We can make up the bulk of the force, methinks.
 
Btw: I'd defend Australia over the IC from which SecGenship I resigned. A matter of loyalty to SEATO and the friends we began our journey towards prosperity and greatness with, not conflict of interest. No disrespect intended to the great organization that the IC is of course.
 
The IC SecGen is going to be an NPC, played by me. I have had enough of everybody's persistant squabbling.
 
Project Barney Proposal

SEATO Peacekeeper (Barneys)
The SEATO Peacekeeper is a trained medic/firefighter/everything-rolled-in-one. The unit has similar fighting capability to infantry but is primarily used to help out in natural disasters, famine relief, nuclear detonations, peacekeeping, and other humanitarian objectives (as deemed by SEATO).

Barneys are maintained by individual member-states but when a situation arises and SEATO agrees to help, all Barneys fall under the command of the Secretary-General who will, to the best of his/her ability, achieve the objectives of the SEATO Relief Project.

After discussion with Goobs, he's decided to increase the skills of the Barneys and make them 1 eco for 2500.

So, my proposal is that all SEATO nations pay 40% of their budget over a period of 3 years (between Turn 4 and Turn 10) to build a peacekeeping team, which at full strength, would number 65,000.
(OOC: With that many people, even if Goobs causes Noah's Flood, we should still be able to handle it - and earn some Brownie Points as well)

So, by Turn 10, SEATO nations should have paid: -
Malaysia - 4
Australia - 6
Commonwealth Union - 4
The Phillipines - 4
New Khmer Empire - 2
South Vietnam - 2
Japan - 4

Please note that unlike SEAINT, this could be paid over a period of three years.

In relation to this, Malaysia proposes an amendment to the charter stating: -

- All member states are obligated to raise a SEATO Peacekeeper Force, the size of which is equals to 40% of the budget over a period of 3 years from joining and are obligated to hand over command to the Secretary General during whenever a SEATO Disaster Relief/Peacekeeping/Nuclear Cleaning Project is initiated.
- SEATO Peacekeeper Units must not be used for any offensive warfare by the owning nation.

(Of course, majority vote must be passed before a Project can be initiated, same like always)
 
We vote aye for the Barney project.


Also, Australia is willing to invest a LOT more in the project than we are asked for, should that be asked for.
 
OOC - Ohh, you WANT Noah's Flood, eh? Ok, mate, noted. I'll do my best.

Japan agrees to this, South Vietnam does not, as they need their eco to rebuilt their country and military.

South Vietnam is also asking the Coalition to not attack North Vietnam anymore, but to just protect South Vietnam fior a couple turns until South Vietnam has rebuilt their military.
 
Thank you very much, the Commonwealth union. All we need is for those troops for a turn or two, then we should be able to defend ourselves. If not those troops, then IC Troops.
