Mr. Chernenko apeared again at the APETO headquarters, not even a month after he left earlier.
"Good afternoon Ladies and Gentlemen,
I am pleased to work with you again. This time as the Russian special envoy on the issue of the Indian Crisis. As I am sure you are all aware India has been accepted into the Coalition provisionally. Since India is now a member of the Coalition, this is now a matter of Coalition foreign policy, and I am here to discuss it with you.
India is responsible for the war, and does accept full responsibility for it.
India also accepts the responsibility for the genoside. Our KGB agents are conducting investigations as we speak, and as soon as those guilty of genocide are found out they will be dealt with accordingly.
But I ask you to consider the fact that India's government has changed. The Fascist dictator has been deposed, and the best government India has is a Socialist general who seems to merit the respect of most of the nation.
Now, we could of course demand reparations, compensations, land, money, technology, disarmament...and completley distabalize the region, throw the country into chaos and I would not dare predict how many millions would die in that case.
On the other hand, we have a reasonable proposal. A cease fire will be singed immediatley first of all - no need for further bloodshed. India will accept the blame and pay reparations, with the Coalition guaranteeing the payments, and helping as needed. There will be no turning over of any land. The payments will be spread out such that India has enough money left to stabalize the country and prevent civil war from breaking out.
Now, Ladies and Gentlemen, what are your thoughs and figures? How much reparations do you think is a reasonable figure?"
