Applying Unique Effects to Other Buildings

So, I'm very new to the whole Civ modding scene, and I apologize if I'm asking something obvious, but I've been having trouble figuring this out on my own. If I wanted to copy a special ability (say, the ability to instantly move units from one airport to another) to another building, how would I do that?
