Aqueduct bug?

Hola,

Just finished researching the finisher for Tradition (where you get 15% growth and a free aqueduct in 4 cities). Well, I see the aqueduct in the city, but I am not sure if it's doing anything at all. My city grew from 3 to 4, but the green bar stayed at the bottom in the city display. It did not creep up and closer toward the top.

How do you know if aqueduct is doing anything?

Besides that, the 15% benefit from trad finisher is working, but that's about it.

I've been facing this problem in Vanilla too. I'm not using any mods. Anyone knwo why this is happening? Is it working, but I'm just not catching something?

I don't have the game yet, but could the problem be that you lack prerequisite techs for aqueduct and reap therefore only lesser benefits until you have them?

Wow, thanks for that link! Have an unmentionable amount of hours played and didn't understand how the aqueduct worked until now.
