Archipelago Oddities

Just finished an archipelago game as Elizabeth, and noticed some mechanics for the first time:

1. It seems that 1-square islands have a culture limit of 2 squares (the big fat cross) no matter how much culture they accumulate. I had two tiny island cities with a lot of culture (one of them Legendary) but in spite of this, neither city had borders more than 2 squares distant from the center.

2. Do religions not spread over water? I never ran Theocracy and had open borders with other civs as much as possible. But other nations' religions never spread to me. (I was still able to pull off a one-religion cultural victory with the help of Sid's Sushi and the Eiffel Tower.)
 
Culture can't spread more than two tiles from the coast, so a one-tile island city's cultural boarders will be the BFC.

I think there's a reduced chance of spreading religion over water.
