Yeah, once your city gets big it starts to get really annoying. It's either contually adjust or waste a whole lot of money, both of which suck. I wish it was more automated.

Yeah, but it's completely pointless because if you have a decent sized city you'll end up with some buildings overfunded and others underfunded.
