Having same issue... still cannot unlock Great Britain despite having 2+ fleet commanders as of this patch.

Strangely enough, I was able to unlock nepal on a game save that was started prior patch. Cannot unlock both Nepal and Great Britain in new games post-patch for some reason. I think I will just install unlock all civs mod at this point

I paused my first deity-level game in Exploration because I wanted to wait for the patch (Harriet Tubman/Normans). Nepal was there waiting for me when I finished the age, so I'm giving them a shot. I have no idea if I randomly satisfied their unlock condition (I do have a few cities next to mountains), or if it's just another bug/oversight. Anyway, I currently have three Sherpas wandering around helping my explorers dig up relics.
