The game was on Monarch/Normal, 1700 AD scenario.

First we quickly analyze the three historical goals for Argentina:

1.Experience 2 golden ages by 1930 AD.
One great general + another great person + the Olympic Park would do.

2.Have 25000 culture in Buenos Aires by 1960 AD.
We have Buenos Aires alright, what we need is 25000 culture in it. Citis' guide http://forums.civfanatics.com/showthread.php?p=13890243#post13890243 proposed entering the modern age and culture bombing Buenos Aires with 4 great artists. There are other ways to achieve this goal, naturally. The most natural way is to go full culture slider and ignore research completely. There are pros and cons: the good thing is you don't worry about happiness most of the time, and there're plenty of drafts you can do; the bad thing is, you may fall behind in tech and find yourself unable to wage war against anyone soon(it's going to happen anyway).

3.Experience 5 golden ages by 2000 AD.
There's a free golden age you receive after the first two goals are archieved, and that means you need 2 more great generals and 5 more great people of various type. Take into consideration goal #2, we want 5 great artists from Buenos Aires in total, 2 for culture bombs, and 3 in combination with other great people to create the 3 golden ages.

Note that there's a +100% bonus to great people birth rate in golden ages. So hire many specialists during golden ages!

The starting situation: no other city in the flip zone so we have a setter(good). Ships are not blocked by Spanish-controlled water(very important). Strong defence in Montevideo(common). It's a standard start.
Adopt the fanaticism(quicker unit production, ensured Catholicism spread) and absolutism(stronger Buenos Aires) civics. Load up the settler and a worker and rifleman, go colonize Durban. Frigates explore the world and make contact with other civilizations.

Santa Fe/Durban is founded. This classic colony is extremely useful to our civilization. If someone else has already taken the spot(unlikely but possible), head back, load up another settler and go colonize Australia instead.
Hurry production in Buenos Aires whenever it's not too costly. We need theater, settlers, levee. Then build the Opera House and National Gallery. Build barracks before you decide to draft extensively. Focus on food to synergize with drafting.

Colonize Australia's richest spots. They provide the much needed resources and are food rich and productive.
Always keep an eye open on the diplomacy screen. Look for possible trades and seek powerful (maritime) allies. We are going to declare war on Spain and their alliances sooner or later so we need to find ours.

Santa Cruz is founded just outside of our core. Here's the tip about core population: it's better to have 1 huge core city than 2, except when the second city is just as large as the first one. Single core city gets bonus weights in calculating core population/expansion stability.
I was lucky to have some slaves settled in Buenos Aires to boost production. It's another good thing about going full culture slider, besides culturally devouring Montevideo.

After a peroid of drafting and training cannons and a single grenadier cavalry, we declare war on spain, looking to unite Argentina, Uruguay and Chile. This creates a semi World War.

The subservient Colombians sent an army to aid their Spanish masters. It'll get crushed, just remember to keep pumping out units before the war is won decidingly.
Durban will finish the Olympic Park soon, make use of the golden age, hire artists in Buenos Aries. I didn't time it too well this game.

Santiago de Chile is liberated and the Spanish colony of Valdivia destroyed. The Spanish will sign peace treaty with us but the multiple defensive pacts can make the peace short-lived.
Next is the time for peaceful development, keep Buenos Aires growing and hire 5 artists there constantly. The 1st great artist and great general can start our second golden age together.

After safety at land is securied, we adopt the free market(better trade routes, no instability from mercantilism's open border penalty)and naval dominance(better navy and fishing boat yield) civics. The Argentine Empire will protect his maritime rights.

I'm not sure if it has anything to do with my starting a golden age on 1954 AD with great people, and a free golden age is triggered by the completion of the triumphal arch immediately after. But you can see that we are getting 1 extra golden age turn as a result(8 turns left on 1954 AD and 16 turns left on 1955 AD).
