Argh chariots!

I am fighting a war against Louie and he is making chariots like they're going out of style. His territory is small and I have explored it all and destroyed his horse pasture.

However, he keeps making chariots. Shouldn't he not be able to make them any more? Does this mean that he may be trading horses with another civ?

Either that or he might just have made it to an island somewhere. You never know.

Check out the trade screen, you can see what He is recieving from other civs .
If he isn't getting any horses he must have another Horse resource in his lands.

If he is trading horses you can negociate a trade embargo with the civ supplying him.... I mean, if it's one of those times when the AI isn't ******** and reds out all the options.

Well, I just wiped him out regardless. I never did figure it out. It appears that he had not met the other civs and he did not have any coastal cities to launch boats so I know he didn't have horses in other places. Yet, chariots kept appearing in Paris right up until the end.

Well what difficulty are you on? If it's Prince or higher, maybe the AI was just cheating.

Did you check if one of his cities was on top of a horse resource?

The AI doesn't cheat like that at any level. They get bonuses to production and research rate at higher level, but they still need resources just the same as human players.

Check none of his cities have horses under them.
