IMO:
Switch the AC positions of the apocalypse event and the avatar of wrath one.
Make it so the avatar forces all civs into a permanent war with all other civs (or maybe all other civs of different alignment) in addition to the enrage effect it currently has.

Well I had the following idea for horsemen.
The first one, Stephanos, arrives at 40 AC. When he does he raises the AC by 4, he is also immortal, so if he is killed he will randomly respawn somewhere on the map but each time he dies he will lower the AC by 1.
There is only one way to kill him, reduce the AC to <40, when that happens, Stephanos will lose his immortality and can be killed. Same thing for the other horsmen (for Bubos you would need it to drop <50, etc.), it is the apocalypse that fuels their strength and THAT is what you should be fighting if you want to get rid of them.
I also agree with monkeyfighters suggestion and that hell terrain should spread into good lands. The darkwood idea is also great.
Edit: Another thing, if the AC actualy reaches 100 in a game then it should stay there. In my last game with the Sheaim I was abusing the Prophecy of Ragnarok to rapidly raise the AC only to have all those units die during the Apocalypse and the AC dropping to something like 90. This is especialy annoying considering that the planar gates only reach full power at exactly 100 AC, not to mention the many other things that the Sheaim have that depend on it. So if the AC reaches 100, then it should stay there. The Apocalypse happened, so why is it even possible to drop the AC back to 0 by this point?

That's a cool idea. Personally I don't get why Sheaim really want to trigger armeggedon---I get creamed by Death and Stephanos if I do (though it was with Last Days set).
