Artifact

They found an artifact and requested that I choose which civilization artifact but no menu appeared and without it, I couldn't end the turn. The dino head just sat there waiting for me to choose a non-existent choice. I had to quit the game. The other artifact sites were highlighted but clicking on them did nothing.
What am I missing here?
