I don't play Communitas, so I don't know version numbers or any of its particulars. The following is for standard BNW. If you know that Communitas is different, you should stop reading this response and post your question in the Creation & Customization forum for Communitas.
With that caveat, great artists and writers don't provide Great Person points (they are generated by the artist and writer guilds, which generate a baseline of GPPs (1 Great Writer point and 2 Great Artist points, respectively) plus additional GPPs if you work the guilds' specialist slots).
The Guilds themselves produce no culture, but each specialist slot you work will generate culture.
Once you generate a Great Artist or Great Writer, you have to do something with them to generate culture.
A Great Artist can be consumed to form a Great Work of Art, which will fit in a GWoA slot in one of your cities and then generate both culture and tourism, or can be consumed to trigger a Golden Age, which generates +20% gold, production and culture for a number of turns.
A Great Writer can be consumed to form a Great Work of Writing, which will fit in a GWoW slot in one of your cities and then generate both culture and tourism, or can be consumed to generate a lump sum amount of culture (amount equals your last 8 turns of culture, so do it at least 8 turns into a Golden Age or, even better, 8 turns after starting both a Golden Age and completing the Worlds Fair).
