As mentioned in title I have Royal Library in capital and all my libraries still gain me default +2 science, not additional +3 as description for RL says.
My second town Nineveh provide overall 5 science. 2 from library as default, 1 from council and 2 from follower belief. Same as my third town.
Found portion of code in BNWLeaderChanges.sql file in Vox Polpuli folder that should provide this functionality but i have no idea why it is not working.
