I don't have any real experience modding this game, but I was hoping to add an "Atheist" option as a religious civic, and was wondering if some of the changes I want to make are even possible before I try to start.
The civic would have medium upkeep, prevent the spread of all religions, give a +50% bonus to science in cities with no religions, but -1 happiness and -10% hammers and gold per religion in cities with any religions. That means hefty penalties for cities with religions, and since by the time this civic becomes available all cities should already have religions, that means that there needs to be some way to remove religions from cities.
So, the first thing I'm not sure is possible is that science bonus to cities with no religions: I know that you can have bonuses associated with a particular religion, but can you also have bonuses associated with the lack of religion?
And the second, more obvious one, is: is there a way to create a game mechanism (such as some sort of inquisitor unit) which can be used to eliminate a religion from a city? I would like to create an inquisitor unit for each religion and one for atheism, which, when is used on a city, has a chance of removing one random religion which is not its own (or in the case of the atheist one, any religion). Is this at all possible to do?
