ATI 5970 Dual GPU Utilization

I have a XFX BE 5970 2 gig card, and find that the game barely touches the second GPU. At best I get about 10% utilization of the second gpu. Can anyone else comment on what they are seeing with the 5970, or with the other dual GPU cards?

(Other specs: Core 2 Duo E8400 @ 4.0 GHz, 8 gigs of Ram, Tons of HD space)

Wouldnt matter that much anyway...as CiV relies mostly on CPU power.

I have a nvidia 295GTX btw but I never even cared to check GPU utilization..because of above mentioned reason.
