I had unpacked the art and still no luck, If you have had the problem of the game loading, but not being able to see anything other than the mouse (and hear the theme music) try this...
Download this driver from ATi
https://support.ati.com/ics/support/default.asp?deptID=894&task=knowledge&folderID=27
Go to 'Previous Drivers and Software' then Catalyst 5.10 Windows XP -Driver Download' then select the display driver file.
Run the exe file - When extracting, edit the folder to just "C:\ati" and run it. Its for the desktop version and therefore wont install saying that "video driver INF not found"
Now Download and run this tool It will allow the desktop driver to be installed. http://www.driverheaven.net/patje/
Reboot Et Voila - If its the same as mine you should now be able to launch Civ IV

Note - You might want your original drivers as a back-up just in case. I'm not responsible if this messes up your system (i highly doubt it would, im an idiot and i got it working)
