Attacking/Capturing Barbarian Worker

I range attack the Barb Warrior:

The game says I can attack and kill the barb on the worker, which I do. But instead of moving onto that tile, capturing the worker, My warrior just stays in the same intermediate tile "Gao":

Is this is a rule, what am I missing?

Yes, this is a bothersome rule, but your garrison will not leave the city tile upon destroying an enemy unit.

This also applies to forts and citadels.
