I didn't mind manually improving my land in Civ 1 (you couldn't automate anyway) when all you had to build was Irrigation, Mines, Roads, and Railroads (and potentially clean up fallout). The choices were pretty much straightforward. Then in Civ 2 they introdued a couple new options: after discovering Refrigeration you could improve Irrigation to Farmland and you could blast mountains down to hills and hills down to plains/grassland.
But now, they also have Pastures, Quarries, Plantations, Camps, Trading Posts, and Lumbermills. You can chop down forests or drain marshes. Some of these options are obvious to acquire luxury resources, but some are situation dependent. Plus, roads and railroads require upkeep and not every city tile will be utilized due to lower populations and specialist slots. Then there's Puppet cities that need to have their existing tiles reworked. So there's a lot more decision making that needs to be done on top of Military, Diplomacy, Tech Research, and Trading. Some people welcome the additional options. Some people, like myself, find it overwhelming, tedius, and ultimately frustrating and would rather concentrate on allocating my military units. So I start out manually improving resources around my capital, but I eventually give up and automate them.
