I'm confused. I just researched plastics and got 2 free labs to my 2 cities that produce the most science. Is this intended?

It looks like the Scientific Revolution policy accidentally has an old GEM effect providing a science building in the oldest 4 cities. I've fixed this for the next update. Thank you for reporting this bug!
