Generally this happens once I start to get control of the game and workers are building lots of railroads to improve commerce. They may also be adding irrigation and mines for cities that are now getting higher populations. In this case I believe they may automatically clean up pollution if it happens as well.
I could't agree more. And if I really want to optimize, I convert tiles between irrigation and mining to really maximize city output.Micromanaging workers takes a lot of extra time, but I do it to gain as much advantage as I can over the AI (why should I let the computer control ANY of MY decisions).
