That an original exists, and it is to be found somewhere in the Civ3 concept art...(we already knew it's from the top of the page )

EDIT:

There, found it in the Civ3 Fansite Kit. The shoulder pads are blue, but a simple tweak will change them to any desired colour, including the CFC maroon.

EDIT: It's difficult to get a landscape looking like a good avatar. An avatar should usually be focused, and filled with 1 main subject. Otherwise it isn't usually as effective.

Many image editing programs let you choose the quality at which you save the final product. Since an avy is so small you can reduce the quality until you fin the file size you need.

I try reducing color depth, if that doesnt affect quality, i resave it as a jpg at a higher compression.

Spaces still count towards the limit but only one will be visible. So, you could have put several spaces between two of the letters in "Thanks" and only one would be visible. Example:

n o

is just n, then eight spaces, then an o. It would still work for a post.
