This seems like a good idea to me:

All air units except the paratrooper and the Aircraft carrier. there'll have to be alot more air units added. how is the idea? i have more thoughts for it but i wanna know what you guys think 1st.

I think it's a good idea, because you can do great air battles, like the Battle of Britain, without any other kind of military unit. Captain Nemo's Blitz scenario for Civ II represents this idea.
But one question...from what historical period? Do you want to inspire it from the Aviation history since Wright's Flyer to Stealth airplanes?.

the entire game would be changed so all possible eras of aviation would be represented

It's a good idea.In this forum are very good air units. My V-1 rocket and my Heinkel 111 (when finished) are available to this mod, if someone can create it
