My fellow citizens,
I wish to thank CivGeneral for beginning this discussion.
I do not agree that we should split our forces into two groups. We currently have on e stack of 9 Legions (1 regular, 7 veteran and 1 elite) east of Heliopolis. We have 2 more veteran Legions one turn away from the stack and an elite Legion two turns away. I do not see that we will be able to add to this force. Splitting our forces into two groups of six Legions each does not seem as good an idea as concentrating our forces to strike a series of single blows. Especially since the cities of Pi-Rameses, Xochicalco are built on hills. (As are Teayo and Tamuin in the south.)
We must also consider the goals of this war. This is not a war of conquest. We are not seeking to absorb all of Azteca. We do not want to use all our productive energy on this war. We want to be able to continue building settlers and infrastructure. So we must make do with what we have. We must remember that the purpose of this war is to keep our neighbors busy fighting amongst themselves while we build up our empire (kingdom?).
Therefore I suggest we concentrate our forces and by-pass those cities built on hills. The loss of Pi-Rameses has left Egypt without iron. I suggest our stack of 9 Legions move to the iron near Pi-Rameses and pillage it. This will allow our three remaining Legions in the area to join the stack. Then our 12 Legions should march on Tzintzuntzen and lay seige to that city. Once that city is captured we should then march on Tlatelolco. From there we can march on the capital of Aztecs, pillaging another iron source along the way. I suspect that as we reach the capital our alliance with Egypt will have run its course and we can then enter serious peace negotiations with the Aztecs. I suggest we ask for the southern cities of Cempoala, Tamuin and Teayo at the bargaining table. I do not suggest keeping Tlatelolco or Tzintzuntzen. We can trade the two cities back to Monty for the three southern cities if need be. If not we can give one or two to Cleopatra.

EDIT: ps: There is a regular Aztec spearman on a hill SE of Heliopolis (next to our stack) and a regular Aztec swordsman and regular Aztec archer due S of our stack. A veteran Legion in our stack would have a 66% chance of defeating either the spearman or the swordsman. Our elite Legion would have a 77% chance of victory against either. The chances of taking out the archer are 98% to 99%.
Of course, the Aztecs have the option to attack us first or withdraw. Their victory chances if they attack our elite Legion are; swordman 10%, archer 1%, spearman <1%.
If the Aztec units are still within our stack's attacking radius we should consider attacking with our elite unit in hopes of getting a leader.
