When Brazil came to be the only South American country to participate directly in European battlefield during the WWII, it was publicized internally as an incredible deed. Even the Pracinhas' motto, "a cobra vai fumar" relates to something impossible due to general distrust in a Brazilian successful participation in war. "A cobra vai fumar" means "the snake is gonna smoke", for people said it was easier to see a snake smoking than a South American participation in WWII. That's why the Pracinhas' icon in BNW is a smoking snake.
Brazil has this odd ability to convert almost anything to carnival parades. It was exactly the case with our modest but effective participation in Italian peninsula during WWII. The "carnival of victory", prepared in 1945 for the 1946 parades, was something particularly big in Brazil.
Why does everyone have to shake in rage about anything war related? I like some difference in the leader personalities and I also like Pedro's voice acting.

I'd like to remember that Vargas was not the main cause of Brazilian industrialization. This is historical/political propaganda. Brazil's industrialization was a slow and steady process. It has no single person behind it.
Getúlio Vargas is one of the worst possible Brazilians that could be chosen to represent Brazil in a Civilization game. He ordered the torture of tens of thousands and executed hundreds, even more than the later Military regime (1964-85).
If the developers wanted to choose someone in place of Pedro II, there are plenty of good options:

- José Bonifácio
- Marquis of Paraná
- Viscount of Rio Branco
- Duke of Caxias
- Princess Isabel (wonderful in case a female is needed)
- Empress Maria Leopoldina
