Rules & Actions said:
Starting in early (January 20) 1981 and ending in late 1991, the goal of the game is to gain the most prestige. Players may combine their prestige points together in alliance and thus win the game together. Each year has two periods: early and late.

Intelligence services have more covert powers than the heads of state and the existing covert actions are cheaper for them. The CIA gets a set income each turn whereas the KGB is given an x amount of credits the turn before the start of the new year, and on that new year the credits will be given. (e.g. late 1981, KGB gets credits in early 1982)

There is a system of nuclear war breaking out in the game. Any power attacking a nuclear opponent three levels or more below his own nuclear level is able to achieve nuclear primacy - effectively saturating and incapacitating the opponent's arsenal and avoiding MAD. A nuclear level of 1 represents functioning tactical nuclear devices, massively increasing defense against conventional attack. A nuclear level of 2 effectively precludes successful conventional invasion. A nuclear level of 3 represents a number of functioning long-range ICBMs, allowing offensive threat of nuclear attack. A nuclear level of 5 represents a massive arsenal of functioning long-range ICBMs, enabling the complete destruction of an opposing player. A nuclear level of 7 represents ICBMs equipped with MIRVs and deployed throughout the world on a sizeable boomer fleet. At this level, it is impossible to saturate one's nuclear defenses.

If a nation's leader's popularity is too low, they will be replaced by another player. Popularity check dates (which determine when a player is booted out of office or not) are as follows:

US: Early 1985, Early 1989
USSR: Late 1982, Early 1984, Early 1985
India: Early 1982, early 1987
China: Early 1987, Late 1989

Can do 8 actions per turn if US, 7 if USSR, 4 if China, 2 for India

Diplomatic/Domestic Actions
Push for government reforms in nation (-100 credits, if succeeded gain 30 prestige and more support globally towards ideology plus increased relations with nation, if failed lose 20 prestige)
Raise taxes/lower taxes (+10 credits each turn but with less popular support/reverse)
Expand bureaucracy (-200 credits, grants another action every round, +200 more for each new action)

Economic Actions
Encourage Investment (-50 credits if US, -100 for others, if accepted gain +10 income each turn with repeated investments in nation yielding more income, but investing more than the nations actual economy [such as 4 times when economy is at 3/5] has a chance of making the nation dependent on yours)
Send Aid (Allows transfer of up to 50 credits towards another player nation for a turn)
Demand credits (Must of have invested in nation for three turns, will give you 30 credits starting at +10 investment, with an increase of 10 each investment, will make targeted nation hate yours and will most likely cause economic decline in targeted nations, lose 5 prestige)
Request credits from alliance (-10 credits, NATO/Warsaw Pact must exist, gives you 10 credits for each member in alliance, will decrease relations with members of alliance, individual members of alliance may reject or accept, will lose -5 prestige regardless)

Covert Actions
Demand nation follow your ideology (-20 credits, nation must be neutral, will strongly decrease relations with nation but will make them barely follow your ideology if worked, lose 20 prestige if failed)
Sabotage economy of nation (-50 credits, will lower economy of nation by 1 if succeeded, if found will lose 10 prestige and nation becomes enemy)
Set up rebel movement in nation (-200 credits, if succeeded rebel movement appears in nation, if failed nation becomes enemy)
Send arms to rebels (-200 credits, if failed lose 20 prestige, lowered relations internationally, if succeeded rebel power increases by 2)
Encourage a nation to attack another (-30 credits, if caught will lower diplomatic relations with other nations, especially neighbors)

Military Actions
Deploy/withdraw troops (-10 credits from nation each deployed unit, good for preventing wars or fighting rebel groups, but decrease in relations for neighbors, each deployed unit makes up 2 actions per turn, each withdrawn unit uses only one action)
Invade nation (Will lower relations across globe depending on circumstances, can send as many troops as wanted for turn, but later turns troop withdrawal/deployment will be as normal)
Buy another unit (-100 credits, will give you another unit at expense in diplomatic relations and will increase prestige by +10)
Bomb nation/rebel group (-50 credits, nation becomes enemy and diplomatic relations with other nations decrease, will hurt stability, economy, and possibly military of bombed nation but with a 5 prestige increase)
Increase nuclear program (-100 credits for level 1, increases by 100 each level, +30 prestige)
Decrease nuclear program (+100 credits for turn, -20 prestige)

If a nation has high enough relations and is bordering you or another alliance members nation, it may join your alliance (NATO, Warsaw Pact) which will give you 50 prestige. Each nation that leaves your alliance make you lose 30 prestige. Otherwise, normal allies will make you gain 10, and loss will make you lose 10.

Influence rebels towards ideology (-30 credits, if succeeded gain 10 prestige and rebels adopt your ideology, if failed lose 20 prestige and drop in relations with nation with rebels)
Coup government (-200 credits, if succeeded gain 30 prestige and a new, loyal government in nation, if failed lose 30 and make nation your enemy)
Frame foreign nation (-30 credits, pick nation, then framed nation, will frame nation, causing loss of relations with other nation, if caught lose 30 prestige and both nations become enemies of yours)
Organize secret bombing campaign against nation or rebels (-100 credits from nation, more effective than President/Gen Sec. version plus a chance of being secret, nation becomes enemy and diplomatic relations with other nations decrease if caught, will hurt stability, economy, and possibly military of bombed nation)
