Problem: Now, even with a Deity total war strategy and 20+ Cities in Renaissance you have approx. 35% Approval. It may drops to 34% for couple of turns, then a small crowd of rebels may appear or a City will “try to left empire”. Anyway it’s not affect you cause the number of rebels is small and City-counter is reset when you on 35% happiness again. -20% Approval doesn’t appear in Game at all.
So it is proposed to change current threshold and modifiers

Rationale: With current formula it’s almost impossible to drop down to 20% or even 30% of Approval Rating. Therefore the second threshold is not in use. Also the distance between “Open rebellion” and “Fracturing Empire” seems just too long (35% and 20%), thought these terms are close enough. New thresholds are moved closer to each other and can be occasionally reached during Hard Wars or uncontrolled Expanse.
