Balancing Military and Science?

I find, in either a Republic or a Democracy, balancing military and science very hard (I'm a newbie!). I always have a strong military, and am scientifically weak, or vice versa. The system of one gold per unit makes this hard for me, and I constantly have to lower my science budget as I delve deeper into war. Sure, I could turn Communist, but I love Democracy! Who has some tips for me?

There are a lot of ways to keep up in science, check the war academy

You might put a limit on your military budget. Right after going to Republic, it might be as high as 50-60% of your income, but this should gradually go down to less than 25%. If there is no war threat then 10-15% is okay.
