Perhaps you could use bluimps to fly over enemy cities with messages encouraging that city to defect, sort of like the propaganda function is C3 but with a more hands on approach. However they could be shot down by Artillery or SAM's later in the game.

Bombers can be shot down, swordsman can be kiled and Spies canbe be uncovered. Everything can be shot down or killed in this game. It is the risk you take. Perhaps the blimps could have a cloaking device or a Radar Scrambler or can shoot back.

What I meant is that it is REALLY easy to shot them. You know, a balloon is big. If you are somewhat not too bad at shoting (even easier, form a plane!), you can destroy the baloon. What I meant is that it is particularly easy to shot them, and you don't need a SAM or artillery shots to kill them. With a couple of rounds shot by a pilot, they are down. even from the ground, it is easier, to my opionion, to shot a big round balloon not moving or moving slowly than to shot down a bomber, which is faster, smaller and more resistant.
