It's not capped, limit should be dll limit, which is 50 civs.

So what could cause me not seeing any Barbarian city forming Civs? "No BarbarianCiv" is unchecked.

I have a ton of barbarian cities with decent population size always staying barbarian since rev993 (now rev1003) whereas in 1.75 they would all be forming Civs.

Check BUG options 2nd or 3rd tab. There are some options there affecting this feature. Try tinkering whit those.

Thanks. Saw in BUG options there is a minimum population tab for Barbarian Civ. Default is set to 7.

Thats the problem, its very dificult for them to reach that population...
In my games, i set it 4 until some are formed, and then change it to 5 to reduce the rate.
