This is kind of already in the compiled bug list as the following

BUG?/FEATURE?
5. Weird barbarian behavior, like sometimes refusing to leave their camps.
Here is a more detailed description of exactly what this weird behaviour consist of:

Barbarians will ONLY move toward/attack units that are in a direct NW/SE line of their current position or if nearby units have a defence rating of 0.

Barbarian will ALWAYS move toward/attack ANY unit (no matter how strong compared to themself) that are positioned in a direct NW/SE line of their current position - as long as the offending units are reachable by land. Exception is the very last unit on barbarian camp which will only move if nearby unit have a defence rating of 0.

Barbarians don't necesarily move in a straight NW/SE direction themselves.

Only land based barbarian units seem to behave like this.
 
It's not a bug. For some reason, they decided that Barbarians will work this way in Conquests. I don't like it myself, I prefered it the way it was.

Any evidence for this? It certainly looks as if someone accidentally used the same variable twice in a double for-loop for target identification.
