Barbarian sea unit lists. what should it be?
Particularly they're either tribals, raiders, pirates outlaws or international terrorists (like Al Quaeda, The Islamic States, or even Drug Cartels in many parts of the world, particularly Latin America, which they DID have submarines to do smugglings rather than to fight, (it is said that Russian arms dealer did propose to sell Soviet era sub to one of Colombians or Mexican druglords to use as smuggling tools, or might fit them with torpedoes to sink US Coastguards and IRS Revenue Cutter ships). They don't actually have a chance to build, buy or even loot more modern warships like Ironclads, BBs or even Destroyers. Battleships aren't easy to board, let alone to capture like Ships of the Line. Though they might have some chance capturing or purchasing used cruise liners or tankers but not sure if armed cruise liners and tankers seen in C&C Renegade could exists IRL?
Pirates (represented by Privateers) are the only accurate barbarian sea units.
What should there be their melee choices and ranged choices?
