Has anyone else noticed that barbarian encampments will not spawn on snow tiles? I'm not sure if this is a bug or just a new part of the VP (I just came back to playing Civ and VP after about a year or a little more).
Usually this isn't a real issue, but I've been trying to play a game on Tilted-Axis and I was hoping that there would be a never ending horde of barbarians flowing south to crush everyone. Well I can't get this to happen since no barbarians will spawn up on the snow tiles.
I'm just wondering if this is an intentional part of VP and, if so, where in the files I could possibly go to change that.
