They don't really bother with any city improvements when they take over one of your cities though, and don't seek to improve the lives of their citizens at all. In the (admittedly very few) examples of their actually achieving governorship of either my or AI cities, they only seem to pump out as many units as they possibly can as quick as possible. I wouldn't consider this as being particularly civilised. For a civilised gang of barbs, they would only use their troops to protect their leaders and then use them as dips to buy cities. Or is this just my opinion that civilisation is the seeking to end the need for wars by having more advanced means that require intelligence rather than brute force? By this, I don't mean having nukes to end wars because once you launch a nuke there will be no more war as your opponent is trounced without the opportunity of a comeback.
