I believe all services PT test twice a year, but the type of testing is different, as are the scoring/results.
As for the training question .... Different personnel train at different installations. Sometimes different services combine training in certain areas to lessen costs and have uniformity military-wide. Language training at DLI, for instance, is on an Army post with mostly civilian teachers - and is used for all services. Certain MI jobs train at Goodfellow AFB, and have instructors mostly from the Army and Air Force. My friend had several Marines in his class.
