Bazaar -> National Treasury Bug

To build a National Treasury as Arabia, I need a Bazaar in every city and not just in 75% of them.

Is this a bug or intended?

There was a bug in a few versions where national wonders had both the "requires in all cities" and "requires in 75% of cities" listed. I forgot to list it in the patch notes but this should be fixed in 7.1 beta 9. I double-checked in a quick test game and was able to build the National Treasury with 3 bazaars out of 4 cities.
