Beginner’s guide to the Inter-Site Democracy Game

Well first of all let me thank you for helping CFC win the eternal battle of the forums. Few people are up to Democracy games, and ever fewer are up to the Intersite Democracy Game. Though this may seem overwhelming, this guide will help you understand it.

You may notice that this forum is very different than the Single Player Democracy Game (SPDG). We do not do turn chats. We are a lot laxer on rules, and we have fewer positions in government due to lack of active citizens. Let me take some time to explain the Game to you.

We are in the preliminary round of the second inter-site democracy game (ISDG.) This game ends when two nations are defeated. The remaining three nations will go on to the finals that will have six nations. There are five teams in our group.

We play the game by having a Play by E-mail (PBEM) game. One nation starts with the game save, that is the game that needs to be played. This nation plays the save and then e-mails it to the next team. Each team is only supposed to hold the save for no more than twenty-four hours. When the save reaches the first team, the game date changes (as in 1990AD-1991AD). After this we do the process over and over again.

Civilization Fanatics Center’s team is often referred to as CFC. We are the Mayans, and are dark red. We have a very small government, since we do not have many active citizens. We have a Minister of Internal Affairs, Minister of Military Affairs, Minister of Foreign Affairs, Justice of the Court, and ambassadors. The three ministers may have a deputy, who is one who does their duties in their absence and just helps out. The minister they serve under appoints deputies.

The Minister of Internal Affairs is basically the president of Fanatica. He acts as head of state and head of government. He controls scientific research and all of the workers. He does all domestic matters, such as moving workers and deciding where citizens work. He also makes cities. He does have the power to do all of these things without approval from the citizens of Fanatica, but will usually ask them for suggestions. He also has many other jobs, such as representing Fanatica overseas, overseeing all of the other ministers, and most importantly playing the save. Once the game save gets to CFC’s ISDG mailbox he has 24 hours to play it. He will play it and do whatever he needs to do and whatever his Ministers ask him to do, as long as it pertains to their field. After he plays the save it is his responsibility to send it to the next team and announce to the UN that the save has been played and that he sent it to the next team.

The Minister of Military Affairs is a position that is not used that often. The Minister of Military Affair’s job is to tell the Turnplayer (who is usually the Minister of Internal Affairs) where to move the troops, in peacetime or war. He also has the power, though does not have to exercise it, to rename units to whatever he feels like. During war he is responsible for all troop movements and strategy. Other than renaming during peacetime, he pretty much does nothing.

The Minister of Foreign Affairs does all things relating to other nations. He is the one who schedules chats with other nations and helps his ambassadors do their work. He usually helps write treaties and meets with other nations with his ambassadors. He also helps his ambassadors plan trade agreements and military alliances.

Ambassadors make foreign relations go. They are elected by the people to be the point of contact for another nation. They work under the Minister of Foreign Affairs and help make treaties, plan trade agreements with the nation they work with, and are inspected to know their nation well. They are expected to be at the chats with their nation and to be experienced on how diplomatic relations work. If the nation they work with is not an English speaking nation, they are not required to know that nation’s native language, but it is strongly encouraged.

The Justice of the Court is one of the positions that is not used very often. They make sure all officials fallow the will of the people and interpret the constitution. The constitution gives him the power to appoint citizens to help him, replace inactive officials and hold public investigations. Though the constitution gives him no power to act upon the public investigations it is expected that he posts a poll to decide the punishment. The result of that poll will usually be what the person in question will fallow. These punishments in the poll can range from no punishment to exile from Fanatica.

Now that you know what the positions are I better tell you how to run for election. To run in an election you must be nominated in a nomination thread that is started seven turns before the end of the term. A term is 25 turns. You may self nominate yourself. If someone else nominates you, you must accept to be considered for election. Sometimes people may second a nomination, that that mean that they are showing support for that person, and to run for office you do not need to have your nomination seconded by someone.

There are a few other things that every citizen needs to know. To make a deal with another nation a poll needs to be posted for at lest 48 hours, and a majority of votes it needed to ratify the treaty or conclude the deal. Though if it is a matter or extreme urgency, the Minister of Internal Affairs has the right to sign it, and making it binding. But after he does this the Justice of the Court will have to make sure it was a emergency.

To change the constitution a poll needs to be posted for 72 hours. A simple majority of votes is needed to change the constitution.

The assembly is basically all of the citizens. Every term a thread is started for the assembly and that is where you go if you want something changed or to just speak your concerns about the government.

If an official is inactive for more than seven days, without prior notice, another official may removed him from office. Exactly who can remove who is defined in the constitution.

Political parties are allowed in Fanatica, but there has never been a political party. Part of this reason is that in the SPDG they are outlawed, and many of the traditions from the SPDG are carried on to the ISDG.

In ending let me say this: We are defending CFC’s pride, and it is a very important job. Therefore we must work together to make this democracy game work. The goal is not democracy but to win this game in a democratic manner.
